Is there anything I can do about this guy and his loud car?

At 9 am? That's not early! I can totally understand if he was making all this noise at 5 or 6 in the morning. Seriously, you have to put yourself in his shoes. He was probably living there way before you were AND he can't help that his car makes noise. It runs and gets him from Point A to Point B. Maybe he's poor and can't afford to get a newer one?
