This kid worries me...is he healthy?

The fact that his parents are out of sick days is THEIR problem, not their child's or yours. That is called being a parent. You need to tell them that he cannot come back until they bring a note from a doctor, not when he "seems" better. I'm sure no other daycare wants a sick kid there everyday either and they would probably tell the parents the same thing.
